It is well known the Progress Explorer does not start or run on Windows 2008, what is not well know is how easy this is to fix. The fix is technically unsupported but I have seen no problems with it.

This issue effects:
· OpenEdge 10.1B
· OpenEdge 10.1C
· OpenEdge 10.2A

To fix the issue make the following registry entry:
HKEY_CURRENT_USERSoftwareMicrosoftJava VM –> EnableJIT = 0

This will allow Progress Explorer to run as Administrator.
